Functional Devices RIBPM413-BC BACnet Power Meter

The Functional Devices RIBPM413-BC is a revenue-grade, 4-quadrant BACnet MS/TP energy sub-meter for single-phase and three-phase circuits from 120 to 277 Vac line-to-neutral. It powers itself from the metered circuit (Line 1 to Neutral, under 2 VA), works with any UL or ETL Listed 333 mV current transformer, and mounts on the included MT212-4 track in a footprint of just 2.75 x 4.5 inches. Once the MS/TP trunk is terminated, the meter is discovered on the BAS controller like any other BACnet device and serves voltage, current, power, energy, power factor, and demand objects directly to the front end.

Because the RIBPM413-BC is bidirectional, it handles NET metering: consumed energy accumulates as positive values and generated energy as negative, with separate import and export registers for both active and reactive energy. Automatic correction for reversed field CTs removes the most common commissioning callback, and up to three like loads can be metered on one device by paralleling CT sets. The meter complies with the Buy American provisions of ARRA Section 1605 as stated in Bulletin B2646.

Specifications verified against the Functional Devices RIBPM413-BC datasheet (rev. 2026.02.19), Installation Bulletin B2646 (393290), and BACnet PICS v1.00 (April 9, 2020).

Best For

  • Tenant and departmental electrical sub-metering tied into a BACnet building automation system
  • Measurement and verification on retrofits where revenue-grade accuracy is specified
  • NET metering on circuits with on-site generation (solar, cogeneration)
  • Panel-level demand monitoring using the built-in 15-minute total active demand objects

Key Features

Revenue-Grade, 4-Quadrant Accuracy

Voltage, current, and power are measured to 0.5% accuracy (under 0.2% typical across the working range), with power factor to 0.5% between 0.5 and 1.0. As a 4-quadrant meter it resolves consumed and generated energy in both active and reactive terms.

Self-Powered From the Metered Circuit

The meter draws under 2 VA from Line 1 to Neutral — no external power supply, no control transformer, and one less point of failure. A neutral connection is required for input power.

Native BACnet MS/TP

BACnet Protocol Revision 14, B-ASC profile, with baud rates from 9600 to 115200 set over the network. Defaults ship as Device ID 277050, MAC 50, 38400-N-8-1, and the PIC statement documents every AI, AV, and demand object.

Works With Any Listed 333 mV CT

Compatible with all UL or ETL Listed 333 mV current transformers, including Functional Devices' own split-core, solid-core, and Rogowski (with MOD converter) CT lines. Automatic correction handles field CTs installed in reverse.

Bidirectional NET Metering

Net counters accumulate consumption as positive and generation as negative, while split counters report total import and export energy separately (EnergyP_Tot_Imp / EnergyP_Tot_Exp), so utility-style reconciliation is available straight from BACnet.

Up to Three Loads on One Meter

Parallel up to three like-rated CT sets to meter multiple loads at once; phase current reads as the sum per phase, scaled by the CT_Secondary (AV-8006) object per Bulletin B2646.

Frequently Asked Questions

Does the RIBPM413-BC need an external power supply?

No. It powers itself from the metered circuit, drawing under 2 VA from Line 1 to Neutral. A neutral connection is required, so supported services are 1-phase 2-wire, 1-phase 3-wire, and 3-phase 4-wire from 120 to 277 Vac line-to-neutral.

Which current transformers work with this meter?

Any UL or ETL Listed 333 mV output current transformer. Functional Devices' CT series (25 A through 600 A split-core, solid-core models, and ROPE Rogowski coils with a MOD converter) are drop-in choices. After installation, write the CT rating to the CT-Ratings object (AV-8005) so readings scale correctly.

Is the RIBPM413-BC revenue grade?

Yes. Functional Devices documents it as a revenue-grade, 4-quadrant sub-meter, with 0.5% accuracy on voltage, current, and power (under 0.2% typical across the stated working ranges) and 0.5% power factor accuracy between 0.5 and 1.0.

Can it measure energy flowing in both directions?

Yes. The meter is bidirectional for NET metering. Net energy registers accumulate consumption as positive and generation as negative, and split registers (for example EnergyP_Tot_Imp and EnergyP_Tot_Exp) report import and export totals separately.

How does it connect to my building automation system?

Over BACnet MS/TP using 18-22 AWG shielded twisted pair. Defaults are Device ID 277050, MAC address 50, and 38400-N-8-1; all parameters are changed over BACnet. If the meter is the end-of-line device on the trunk, terminate B(+) to A(-) with a 120 ohm resistor.

Can one meter measure more than one load?

Yes, up to three like loads by paralleling CT sets of the same rating and manufacturer. Measured phase current is the sum of the loads on each phase, and the CT_Secondary object (AV-8006) is set to the CT rating multiplied by the number of CT sets.

What protection does the installation require?

Bulletin B2646 calls for Listed 2 A fast-blow fuses between the voltage inputs and the metered load, plus a Listed 600 V circuit breaker or disconnect switch marked as the disconnect device. The RIBPM413-BC-KIT packages this protection prewired.
